It is located at Ravi Bhawan at Jaistambh Chowk. The Darwaza was built in 1877 to commemorate the presence of the Prince of Wales at Delhi Darbar where Queen Victoria was honoured with the title of Empress of India, meaning Kesar-e-Hind. Initially, it was built as an entrance passage to the city by collective funding of Rs. 4,800 by the then rich and honourable people of Raipur.

Ravi Bhawan, the commercial complex, has engulfed the Darwaza, and two chhatris in the west have been merged with the building. The cupola over the northeast chhatri has been destroyed completely. The roof is used as a dumping ground by shop owners and construction workers. Posters pasted on the walls also deteriorate the aesthetic appeal..
